The HCOE Mission is to provide the highest quality services and products in response to the requirements and needs of the NATO Command Structure, NATO Forces Structure, of the NATO Nations and, when feasible, of Partner Nations. Located in Oradea, Romania.
The structure includes section:
- Doctrine and standards: Manages the development of NATO HUMINT doctrines, proposes amendments to the already developed ones in order to contribute to NATO transformation.
- Concept development and experimentation: Conducts research, initiates proposals for new concepts development and assists with experimentation.
- Education and training: Responsible for individual education and training.
- Lessons learned and publication: Actively supports the Lessons Learned process in conjunction with Joint Analysis Lessons Learned Centre; and maintains a Military HUMINT related LL database
