“Nicolae Bălcescu” Land Forces Academy is located in Sibiu, Romania. Romania is situated in the Eastern Europe and Sibiu in the center of the country and south of Transylvania, on the northern slopes of the Carpathian Mountains, at the crosspoint of the 45°48' parallel, northern latitude with the 24°29' meridian eastern longitude, enjoying a mild climate. With its 155.045 permanent inhabitants plus 25.000 temporary inhabitants (mainly students), Sibiu is the biggest city in the county and one of the most important in Transylvania. The city has a well-developed network of educational institutions at all levels, including 5 higher education institutions: 2 public and 3 private.


“Nicolae Bălcescu” Land Forces Academy is a public higher military education institution integrated within the national education system, with university autonomy guaranteed by law and with legal personality, able to organize and develop accredited bachelor and master programs and build up commissioned leaders for the Romanian Land Forces as well as for other beneficiaries from the national defense, public order and national security system.

The army’s values reflected in the Academy’s motto: Country, Honour, Duty - have served and guided the institution’s personnel along its being and the cadets take an oath to act Semper una under any circumstances with commitment and dedication.

Running under various social and historic circumstances for more than 160 years of institutionalized educational and military traditions on the path of the evolution of the Romanian Armed Forces, “Nicolae Bălcescu” Land Forces Academy is the successor of the first Officer School enacted by Prince Gheorghe Bibescu's through Order no. 36 issued on the 13th of June 1847.

The institution got its legal status as Higher Education Institution through the foundation documents, G.D no. 190/1991 modified by G.D. no. 616/1995 regarding the transformation of the officers’ military school into a military education institute.

In 2010 the “Nicolae Bălcescu” Land Forces Academy was subject to an external institutional evaluation, conducted by the Romanian Agency for Quality Assurance in Higher Education, which accredited all bachelor and master study programmes and rated our institution as “University of Highest Confidence”, the highest rank that can be awarded to a higher education institution in Romania.

As a result of the 2011 national evaluation, the “Nicolae Bălcescu” Land Forces Academy was classified by the Ministry of Education, Research, Youth and Sports as Teaching and Scientific Research University (“B” category-the second category of universities in the classification).
The international evaluation performed in 2012 by the European University Association highlighted remarkable results achieved in the field of educational policies and scientific research based on clear performance targets, as well as in developing partnerships with similar recognized institutions.

The leading mission of the Land Forces Academy is to generate and transfer knowledge by means of initial and continuous development, at the officers’ undergraduate and postgraduate level for all military branches and specialties belonging to the Land Forces and to the military and civilian specialists, to other internal and external beneficiaries.

The educational process aims at developing cadets’ skills and competences, as described in the “Graduate Model” and in the “Building up and Professional Development concept of the Military Staff within Land Forces”.
The development concept is a continuous process accomplished at three correlated levels: Academic, Military and Physical.

The Faculty of Military Management represents the specialized structure managing the accurate development of all the accredited study programmes. Students get education in bachelor and master programmes of study in the field of Military Sciences, Information and Public Order and Military Sciences respectively, for the time being, and follow-on career courses.

The Military Training Center represents the structural unit managing the activities specific for the military training and implementing the Military and Physical Training Programme.

The academy has modern facilities, well equipped laboratories, specialty rooms, auditoriums or research centers, meeting the national and European Higher Education requirements.

The military training facilities, including training camps and firing range, help students to develop their physical and mental skills, the discipline and the professional standards needed for a well prepared commissioned officer.
